Job Summary
As the Application and Data Development and Support Supervisor, you will manage and lead application development and support services for commercial off the shelf (COTS), custom-built, and SaaS applications that support mission critical work of the MN Department of Transportation (MnDOT), specifically in Engineering Services Division’s (ESD), Project Data Management Section (PDMS). This includes supervising assigned staff, creating opportunities through consultation and collaboration on application lifecycle planning for new, enhancements, replacements, and/or retirements, ensuring applications are preserved and remain on current technologies and risks are properly mitigated, as well as ensuring current applications/systems are supported and incidents resolved.
This position is currently eligible for full-time telework:
- Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
- Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
This position requires a minimum of three (3) years of experience in a technical application development and/or support function.
Experience must include three (3) years in each of the following:
- Supervising or serving as a team lead for delivering technical application development and support frunctions and services (Incidents response, service requests, configuration, integrations, enhancements, work orders, etc.).
- Customer relationship management or serving as a technical liaison to business partners to understand and alighn application and data development and support services to their business needs.
Preferred Qualifications
- 4 (four) or more years of experience leading a team in a technical application development and support function for large and complex applications and a minimum of 2 (two) years supervisory/management experience in that same function.
- A college degree in a computer science, management information system (MIS), geographic information systems (GIS), or related technical field.
- Experience providing performance and talent management including, but not limited to assessing employee knowledge, skills and abilities (KSA’s), employee engagement, development and training, team building, participative management, and problem identification and resolution.
- Experience providing IT leadership, service delivery, and IT Service Management (ITSM) and managing service level expectations, keeping application support activities focused on strategic and tactical direction and business partners.
- Strong supervisory and management skills related to self-motivation, servant leadership, being a team player, fostering an inclusive work environment, and diverse workforce, developing rapport, networking, resolving conflict, negotiating diplomatically and respectfully, and ability to communicate with others at all levels of the organization in an effective, tactful, and respectul way.
- Strong ability to be inclusive and work with all levels of the organization, diverse audiences, and perspectives, including business and technical stakeholders, communicate in an effective and tactful way. Able to translate technical information into plain language and vice versa.
- Experience with agile and product development related methodologies.
- ITIL certification and experience with ITIL process management and application problem management.
