Job Summary

As an Application Development and Support Supervisor, you will supervise, manage, direct, and lead a team to deliver application development and support services for commercial-off-the-shelf (COTS), Software-as-a-Service (SaaS) and custom-built applications used by the MN Department of Transportation (MnDOT). This exciting leadership position will partner closely and collaboratively with MnDOT’s Engineering Services Division (ESD) and its Project Data Management Section (PDMS) to supervise, delegate, and direct the work of your assigned embedded staff and contractors per priorities set by MnDOT and will collaborate on application lifecycle planning for new, enhancements, replacements, and retirements to ensure applications remain on current technologies, identified risks are properly mitigated, and applications/systems are fully supported.  You will communicate, coach, coordinate, plan, and guide your team to deliver and resolve simple to very complex tasks to ensure assigned applications remain supported, secure, preserved, reliable, and align to our MnDOT partner needs and priorities and meet or exceed their expectations.

 

This position is currently eligible for full-time telework:  

  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota. 
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible. 

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

This position requires a minimum of three (3) years of experience in a technical application management or technical support function and services.

Experience must include and demonstrate the following:

  • Supervising or serving as a team lead for delivering technical development or support functions and services for large, mission critical, and complex applications (e.g. incidents response, service requests, work orders, configurations, integrations, preservations, upgrades, enhancements, etc.)
  • Customer relationship management or serving as a technical liaison to business partners to understand and align application development and support services to meet their business needs and priorities.
  • Ability to communicate technical information and issues clearly and effectively, both in writing and verbally, including ability to tailor messaging to a wide variety of audiences including stakeholders, business partners, technical staff, supervisor peers and executive leadership.

Preferred Qualifications

  • Experience with Agile, Product and/or Program management and software development lifecycle (SDLC) methodologies, practices, and approaches.
  • Experience leading a team in a technical application development and support function for large and complex applications with a minimum of 2 (two) years supervisory/management experience in that same function.
  • A college degree in a computer science, software engineering, information technology (IT), management information system (MIS), geographic information systems (GIS), or other closely related technical field.
  • Experience providing performance and talent management including but not limited to assessing employee knowledge, skills, and abilities (KSAs), employee engagement, training and development (both technical and professional/soft skills), team building, participative management, and problem identification and resolution.
  • Experience providing technical leadership, service delivery, IT Service Management (ITSM), managing service level expectations, and keeping application development and support activities focused on and aligned to our MnDOT’ business partners needs and priorities as well as supporting and adhering to MNIT’s strategic and tactical direction, processes, and standards.
  • Strong ability to be inclusive and work with all levels of the organization, diverse audiences, and perspectives, including business and technical stakeholders, communicate in an effective and tactful way. Able to translate technical information into plain language and vice versa.
  • ITIL certification and experience with ITIL process management and application problem management.
