Job Summary

In the role of Chief Business Technology Officer (CBTO) you will establish and drive the planning, operations and culture for Minnesota IT Services (MNIT) in a manner that partners with and advances the goals of agency specific business needs while aligning with and supporting MNIT’s strategic priorities and services.

This executive position oversees all IT applications, functions, and services delivered to the Business Partner Agency** and is responsible for creating an inclusive work environment. Leadership of these resources includes supporting disciplined IT practices that meet enterprise and agency policies, supporting documentation standards, change control, secure systems, and risk management approaches.

**Business Partner Agency:

DHS/MNsure: This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, ensure child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities. This executive position oversees all IT applications, functions, and services delivered to DHS and MNsure with a team of about 658 MNIT staff partnering with DHS and MNsure.

DOT: This position serves our partners at the Minnesota Department of Transportation (DOT). MNIT DOT supports an agency with technology integrated into all areas of business – from business intelligence and solutions for providing critical transportation infrastructure across Minnesota to planning and operating a safe, efficient and reliable multimodal transportation system to connect people and markets across Minnesota. This executive position oversees all IT applications, functions, and services delivered to DOT with a team of about 181 MNIT staff partnering with DOT.

DPS: This position serves our partners at the Department of Public Safety (DPS). The MNIT DPS team provides technical support to an agency dedicated to prevention, preparedness, response, recovery, enforcement and education. The team manages a large number of applications to serve 15 diverse public safety divisions located across Minnesota. This executive position oversees all IT applications, functions, and services delivered to DPS with a team of about 128 MNIT staff partnering with DPS.

The CBTO serves as a part of the executive leadership team at both the business partner agency and MNIT. This executive position provides leadership to support innovation and service transformation by applying technology solutions and organizational management practices to solve business and public policy challenges. The position also provides information to the agencies’ senior leadership teams to support IT investment and cost management decisions. This forward-looking leadership position actively looks to build relationships and collaborates with senior leaders to create sustainable IT and business strategies to meet agency and state business needs and budget challenges.

This position requires strong working relationships with other senior MNIT leadership (other Asst. Commissioners, CBTOs, etc.) as well as senior leadership at the business partner agency.

**At this time, these positions are eligible to work full-time teleworking, hybrid or full-time in the office depending on the needs of the business unit and with supervisor approval. Telework is a work arrangement that allows an employee to perform work on a scheduled regular, recurring basis at a remote telework location.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Experience can be applied in either of the following ways:

Bachelor’s Degree in Business, Technology Management, Management, Communications, Public Policy, or related field, AND

Eight (8) years of professional experience working in a business or an IT leadership role with responsibilities including customer relationship management, development and implementation of business and IT strategy, and leadership of IT projects, operations, or financial planning which includes four (4) years of supervisory or managerial experience. Supervisory or managerial experience must include oversight of staff (e.g. selection, orientation, training, coaching, performance management, etc.).

OR

Ten (10) years of professional experience working in a business or an IT leadership role with responsibilities including customer relationship management, development and implementation of business and IT strategy, and leadership of IT projects, operations, or financial planning which includes four (4) years of supervisory or managerial experience. Supervisory or managerial experience must include oversight of staff (e.g. selection, orientation, training, coaching, performance management, etc.).
