Job Summary

The purpose of this position is to provide project leadership for the enhancement, maintenance, and operation of the statewide Oracle/PeopleSoft Human Capital Management (HCM) and Enterprise Learning Management (ELM) Information Systems. Provide team leadership for feasibility/upgrade studies, system designs, implementation and enhancement of the complex ELM and HCM Information Systems.  Provide advanced technical guidance, advice and assistance to state technical staff, state functional staff, and others as needed. Participate in development for legislative and bargaining issues affecting the labor negotiation process.  Incumbent will have access to, and be exposed to, bargaining related material and discussions without censure.

This position acts as the HCM Application Technical Lead of the Statewide Human Capital Management Information Systems. HCM includes Recruiting Solutions, Human Resources, Benefits Administration and Payroll Oracle/PeopleSoft modules.  These functions are mission-critical for the State of Minnesota. Errors and problems in these modules could have significant cost, penalty, and legal impacts. Job Summary

The Department of Employment and Economic Development (DEED) serves hundreds of thousands of Minnesotans in need of career support. Whether they are customers at a CareerForce center, users of our Unemployment Insurance system, or a participant in a reskilling program, DEED, and its nonprofit and county partners, offers the programs and tools to help Minnesota work. We seek to improve our systems to make them more functional and easier for our customers to navigate – and this is especially true for our digital presence.

The Workforce Development Product Specialist will focus on improving the usability and functionality of Workforce Development (WFD) digital products by leading usability studies, analyzing data, implementing configuration changes, developing and tracking metrics, writing user stories, and generally leading the continuous improvement of the products.

As the technical and planning expert, the incumbent will coordinate the activities of Minnesota Information Technology Services (MNIT) and WFD program staff to support their efforts to configure WFD digital products to better serve customers. The incumbent will develop methodologies and perform user acceptance testing. The incumbent will routinely communicate with stakeholders and develop stakeholder communication about performance measures, progress towards goals, and product recommendations.

This position will work closely with the WFD Product Owner, MNIT Project Manager, CareerForce staff and partners, and Information Technology (IT) vendors. This role will contribute to maintaining websites and developing and tracking metrics which could impact future DEED funding. This position will be recognized as a business partner to WFD program managers and staff, MNIT managers and staff, and WFD program partners at city, county, and nonprofit offices across Minnesota.

Minimum Qualifications

Job Summary

The purpose of this position is to provide project leadership for the enhancement, maintenance, and operation of the statewide Oracle/PeopleSoft Human Capital Management (HCM) and Enterprise Learning Management (ELM) Information Systems. This position acts as the HCM Application Technical Lead of the Statewide Human Capital Management Information Systems. HCM includes Recruiting Solutions, Human Resources, Benefits Administration and Payroll Oracle/PeopleSoft modules.  These functions are mission-critical for the State of Minnesota. Errors and problems in these modules could have significant cost, penalty, and legal impacts. Job Summary

The Operational Analyst will analyze processes, business routines, and services of the MNIT Network and Telecommunications Enterprise Services and other related MNIT workgroups.

Job duties include analyzing IT operations business and service delivery processes to identify inefficiencies and areas for improvement, gather data and use analytical tools to identify patterns and trends, and make recommendations to streamline IT operations.

This role will develop solutions to improve operational efficiency, recommend changes to existing processes, implement new technology, develop new workflows to optimize performance, and track service metrics and assist in representing data in reporting. We’re looking for an outstanding Solutions Architect to join our team. This is a senior-level position located at our headquarters in Minneapolis.
This role is an intentional blend of API design, app architecture, code review, DevOps, release management, technical spikes, and client communication.

You're a problem-solver with impeccable intuition. You have a long history of working with software technologies on various platforms, and when you confront something unfamiliar, you figure it out quickly and correctly. You're just as comfortable designing an architecture as you are doing the heavy lifting to implement it. You can skillfully articulate requirements to our internal team, and you can navigate complex technical discussions and decisions with our client partners. You love software craft, have a high standard for your work, and lead by example. You're not limited by software engineering dogma, and your engineering principles are mature, fluid, and influenced by your experience, your peers, and our industry's ever-changing landscape.

What you bring to the table

    • At least 7-10 years of software engineering experience, ideally in a consulting environment or as part of an in-house, cross-functional product team.
    • Experience building consumer-facing native mobile and web applications, with a fluent command of the native languages and core frameworks.
    • Demonstrated expertise architecting, building, maintaining, and scaling modern software on various platforms.
    • An ability to understand client expectations, the work the team has done and still has to do to meet those expectations, and the ability to motivate the team to successfully deliver.
    • Ability to design, setup, and maintain DevOps pipelines using various tools and techniques.
    • A knack for setting up reliable continuous integration and continuous deployment for complex projects.
    • A talent for communicating directly with clients, managing expectations, and explaining advanced technical concepts and their implications.
    • Ability to clearly articulate technical requirements to other developers.
    • An understanding of computer networking (e.g. VPNs, SSH, Wi-Fi) and have experience setting up, maintaining, and troubleshooting computer networks.
    • A keen sense for security: you're able to think around corners and see potential risks.
    • Excellent communication skills and a strong ability to present and defend technical and architectural choices persuasively.
    • Work samples showcasing performant, neatly organized code with clean, well-implemented user interfaces.
    • Scripting expertise (Unix shell, Ruby, Perl, etc.).
    • Experience designing APIs and writing API specifications.
    • Renowned problem-solving skills.
    • Above-average discipline and personal organization skills.
    • A demonstrated hunger for personal and professional growth.
    • A self-evident love and care for the craft of software engineering.

    • Have strong illustration chops as it relates to technical diagramming.
