Job Summary

This position will provide database application development leadership for new and existing system development projects. The scope of the projects will be broad-based undertakings that will have a high impact on agency-wide processes and procedures. Core development activities will be focused upon creating and implementing PostgreSQL’s PL/pgSQL, procedures, and functions. The projects will require expertise in databases, systems and software analysis, design, development, troubleshooting and integration using PostgreSQL’s PL/pgSQL and other tools or languages as appropriate. A high level of knowledge of the existing technologies, development standards, software development life cycle (SDLC) methodologies, and technical industry best practices will also be required. This position will be involved with the most complex and critical systems at the Minnesota Pollution Control Agency (MPCA).

This position is currently eligible for full-time telework:

    • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of four (4) years of experience programming in the following applications/systems: PostgreSQL, PL/pgSQL, with an emphasis on work with procedures and functions.

Experience must demonstrate the following:

  • Experience with PostgreSQL development, with an emphasis of work on procedures, and functions.
  • Experience with Postgres or Oracle relational database management systems.
  • Expertise in writing and tuning SQL queries.
  • Experience working on a development team as a data/database developer either in an Agile or Waterfall development methodology.

A Master’s degree in Information Technology or a related field may substitute for three years of experience, OR a related Bachelor’s degree may substitute for two years, OR a related Associate’s may substitute for one year.

Job Summary

In the role of Chief Business Technology Officer (CBTO) you will establish and drive the planning, operations and culture for Minnesota IT Services (MNIT) in a manner that partners with and advances the goals of agency specific business needs while aligning with and supporting MNIT’s strategic priorities and services.

This position serves our business partners at Minnesota’s new state agency - Direct Care Treatment (DCT). DCT is a health care system that operates hospitals, specialized inpatient treatment (Sex Offender, Mentally Ill, Chemical Dependency), outpatient services (psychological, dental, vocations) and transition services, includes residential 24/7 support. This executive position oversees all IT applications, functions, and services delivered to DCT and is its leadership of these resources includes supporting disciplined IT practices that meet enterprise and agency policies, supporting documentation standards, change control, secure systems, and risk management approaches.

The CBTO serves as a part of the executive leadership team at both the business partner agency and MNIT. This executive position provides leadership to support innovation and service transformation by applying technology solutions and organizational management practices to solve business and public policy challenges. The position also provides information to the agencies’ senior leadership teams to support IT investment and cost management decisions. This forward-looking leadership position actively looks to build relationships and collaborates with senior leaders to create sustainable IT and business strategies to meet agency and state business needs and budget challenges.

What is the day-to-day like?

You will lead the Corporate Applications team ensuring they are aligned to meet the current needs and future direction of SPS Commerce per our technology plans. The team is responsible for designing, configuring, monitoring, maintaining, and ensuring operational applications meet their service level goals.

  • Manage and support a diverse set of applications including: O365, 8x8, JIRA, Confluence, Intercom, and Slack
  • Manages staff to accomplish results through effective recruitment, selection, training, development, performance management and recognition by providing regular feedback, coaching, and development opportunities.
  • Acts as a manager and/or technical subject matter expert where required, using a combination of insights in technology and ongoing business needs to make impactful application architecture and design decisions.

  • Manage 3rd party relationships with software vendors in order to meet SPS’ needs.
  • Oversee agile and workflow processes utilizing Jira.

  • Manage the monitoring and administration of applications as assigned to provide appropriate documentation, cross-training, capacity management, and recommendations for future state.
  • Manage and participate in an on-call support schedule.
  • Manage projects and set direction for technical staff.

What experience and skills do you need?

  • Bachelor’s degree and 3 years relevant experience with demonstrated leadership experience (formal or informal) or 6 years of experience without a degree.
  • Proficient in administering Microsoft 365 Enterprise Applications, Azure AD (Entra ID), and related stack.
  • Proficient in administering chat and collaboration solutions, such as Zoom, Slack, Intercom, Teams
  • Experience in telephony administration, including call center configuration (8x8)

This position is accountable for guiding, developing, coordinating and directing organization-wide business systems analysis standards, guidelines, processes, tools, and measures for information technology services within the organization, as well as providing management oversight and coaching to a team of business analysts, some of which conduct scrum master functions. Responsibilities also include centralized management of business rules and requirements for business products, features, and the enterprise. This position is critical to promoting collaboration and teamwork across all MNJIS teams including software development, quality assurance, project management, enterprise architecture, network operations, and technical support to implement business systems analysis best practices in all dimensions of software development and technical support.

As a member of the MNJIS Management Team, this position participates in long-term, organizational planning by creating the MNJIS four-year strategic plans and is responsible for implementing strategies to meet MNJIS, BCA, DPS, and MNIT strategic goals.

This position requires an employee to be onsite at the work location 3 days per week.

Job Summary

As the Deputy Chief Information Security Officer (Deputy CISO), you will provide assistance and support to the State's Chief Information Security Officer in the strategic direction and operation of the State's full-spectrum information security program.  This position provides leadership, management and oversight of the programs and activities of the security teams.  The Deputy CISO establishes and implements short and long term organizational goals, objectives, strategic plans, policies, standards and operating procedures to ensure that all State information assets are adequately protected against current and future, internal and external threats.

Job Summary

As a Service Desk Supervisor, you will supervise a team of analysts within the Enterprise Service Desk. Specifically, this may include resolution of technical issues and service outages, as well as enabling new service functionality.

You will also assist with consolidation of Service Desk functions; alignment, integration and standardization of Service Desk methodologies, metrics and tools; ensuring consistency of service delivery to customers and measurably high-levels of customer satisfaction.

Based on input from Service Desk staff, various technical teams throughout MNIT, end-user business communities, along with MNIT and industry best practices, you will make recommendations to senior management on direction for new or changed technologies and processes. You also may manage projects, define standards for the use of technology, or develop processes and procedures to ensure the correct adherence and implementation of agency standards.

You will work closely with MNIT management / supervisory staff and technicians, other agencies, and external vendors or companies to ensure efficient operations and high levels of customer satisfaction.

Experience must include:

  • Experience with end-user facing Incident Management and End User Support.

This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.

Job Summary

This leadership position is responsible for advancing the design, delivery, and support of technology solutions and services for the State of Minnesota for all State agencies including executive, judicial, legislative, the governor’s office, county and local governments, higher education systems and a major group of K-12 schools.

This position is responsible for establishing IT goals, strategy, and priorities and adjusting direction as needed to respond to industry changes. The Enterprise Network Manager is an active member of the MNIT Enterprise leadership team and serves as an important conduit and facilitator between enterprise and agency operations. Central to his role is achievement of MNIT’s key strategic efforts to deliver innovative solutions and operational excellence and to foster a diverse and inclusive culture. This role will work effectively across agencies, departments, and teams to take an enterprise perspective with an emphasis on collaboration and consensus building.

This position has responsibility to manage the WAN and LAN Enterprise teams within the Network division.

This position is currently eligible for full-time telework: 

  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of six (6) years of experience in system analysis, design, installation, monitoring, diagnosing, and operations of Wide Area Networking (WAN) and Local Area Networking (LAN).

Experience must include:

  • Three (3) years of supervisory experience
  • Experience in VPN, wireless LAN, network authentication ISE and the range of network services that those technologies deliver.
  • Working knowledge of related network systems, hardware, and software to ensure effective integration of all elements of a communications system.
  • Extensive experience with all the underlining protocols used in both WAN and LAN technologies.
  • Budgeting and cost management experience.

Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

Preferred Qualifications

  • Knowledge of the principles of organization, management, and leadership.
  • Demonstrated experience in leading technical groups.
  • Ability to create procedures, best practices and IT standards.
  • Strong communication skills, both written and oral.
  • Ability to establish and maintain effective relationships with upper management, customers, peers, and with subordinates.
  • Ability to coach and motivate technical staff.
  • Ability to effectively plan, organize, schedule, and implement major network projects and activities.

Job Summary

As a Senior Database Administrator, you will provide leadership and technical expertise for the design, development, security, backup and recovery, operation, and performance tuning of all DNR Oracle, PostgreSQL, Microsoft SQL Server and MySQL databases and related infrastructure. The position is a focal point for all database development, and advises application developers and data managers in the department on database development standards, data integrity and accessibility, and. This position is also responsible for coordinating and administering DNR data warehouses.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume. 

This position requires four (4) years of relational database design and management experience.

Experience must include:

  • In-depth knowledge of Oracle RDMS and PostgreSQL RDMS
  • In-depth knowledge of spatial database extensions including Oracle Spatial, ESRI SDE and PostGIS
  • Strong knowledge of working with RDMS-related tools such SQL Developer, Toad, PgAdmin
  • In depth knowledge of Linux scripting using shell scripts and languages such as Python or Perl
  • Relational database design and development

*A master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor’s degree substitutes for two (2) years, OR a related associate’s degree substitutes for one (1) year.*

Preferred Qualifications

  • Working knowledge of MySQL/MariaDB and Microsoft SQL Server RDMS
  • Experience with enterprise Linux distributions (RedHat, SuSE, Oracle Enterprise Linux (OEL))
  • Geographic Information Systems (GIS)
  • Enterprise reporting environments
  • Experience with cloud databases in Azure and/or Amazon Web Services (AWS)
