The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. You will support an agency that works to protect, maintain, and improve the health of all Minnesotans.

Job Summary

As an IT Advanced Business Analyst at Minnesota IT Services and the Minnesota Department of Health, you will perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. This includes facilitating and leading requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems, interface specifications and development of specifications for technology initiatives.

 

In addition, you will:

  • Work as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop.
  • Work with development team members by collaborating on the development, testing, deployment and adoption of solutions.
  • Communicate and consult with system user populations concerning system changes and coordinate implementation planning for changes and releases.

This position is currently eligible for full-time telework:

  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate these qualifications in their resume:

Position requires a minimum of four (4) years of experience in performing IT business analysis functions.

 

Experience must include:

  • Leading and mentoring a team on large projects.
  • Leading requirement discussions, scoping and estimation of projects.
  • Researching appropriate software solutions to meet the needs of the business.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor’s degree substitutes for two (2) years, OR a related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Ability to present complex information to users in a comprehensive style, translate technical and system information for non-technical stakeholders, and proven ability to collaborate/work effectively as part of a team.
  • Excellent negotiation and facilitation skills sufficient to participate in discussions among system users, representatives from other state agencies and partner agencies, as well as other IT staff on highly complex and sometimes very sensitive issues.
  • Experience selecting, modifying, and applying the correct tools or templates used for gathering and reporting requirements.
  • Ability to oversee quality functional testing, review test plans, and manage UAT.
  • Business analysis experience sufficient to qualify for IIBA (International Institute of Business Analysis) CCBA (Certification of Competency in Business Analysis) exam or currently CCBA certified.
  • Experience working with IT to document technical specifications, and software requirements.
  • Experience/background with system/application configurations, system prototyping, data modeling, software development, and/or application/network architecture.
