The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities. 

Job Summary

As an APEX – PL/SQL Developer, you will provide programming knowledge and skills in database development, problem identification, analysis and resolution; provide requirements analysis and design for maintenance or development change proposals and to thoroughly test and document all programming or procedural changes to PL/SQL used within the division; perform systems and program modifications to meet customer objectives as well as optimize system performance. You will work independently or with other developers to create and support program applications within the division, and you will work with the supervisor, technical architects, other technical leads, and various business units and analysts to ensure that organizational goals and requirements are met.

This position is currently eligible for full-time telework: 

  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in Saint Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Additional position details:

  • The position is temporary and includes full state fringe benefits; the position is anticipated to last up to three (3) years.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of three (3) years of IT related experience in a PL/SQL Developer role.

Experience must include:

  • Designing, developing, testing, and debugging database modules using Oracle Application Express (APEX) and PL/SQL.
  • Use of the System Development Life Cycle (SDLC) and/or Agile development methodology.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding amongst all parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

Knowledge of:

  • Advanced Oracle REST Data Services (ORDS) development.
  • Advanced PL/SQL and effective query strategies using methods and techniques of systems analysis and design.
  • Relational databases such as Oracle.
  • Advanced APEX features to consume data from web services.

Skill in:

  • Object oriented programming and principles to include information management, file structures, and data representation and modeling.

Ability to:

  • Lead IT projects with limited supervision and communicate effectively with business partners, technical, and non-technical teams.
  • Understand and apply data integrity fundamentals.
