This position serves our partners at the Minnesota Department of Labor and Industry (DLI). MNIT DLI oversees apprenticeship programs, construction codes and licensing, occupational safety and health, wage and hour standards, combative sports, and workers’ compensation programs around the state.
Job Summary
This position exists to provide expert technical leadership and expertise in the development of new and existing custom software applications within the Department of Labor and Industry (DLI). Responsibilities include leading the MNIT development team in the maintenance and enhancement of the Work Comp Campus system, a cloud hosted, serverless platform, custom built application based on modern development techniques, methodologies, and technologies for the Department. This position also includes additional non-Campus software design, development and execution as needed and prioritized by the DLI and MNIT leadership.
This position is currently eligible for full-time telework:
- Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
- Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all the following qualifications in their resume.
Position requires a minimum of five (5) years of full stack software development and design experience in application layers, presentation layers, and databases with multi-system integrations and technologies.
Experience must also include:
- Full stack development in front-end technologies using Angular.
- Full stack development in back-end technologies using .NET and C#.
- Azure cloud providers.
- SQL data stores.
- Visual Studio and Visual Studio Code.
- Agile development principles and practices.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

- Six or more months of experience leading two to three development teams.
